Station can not get internal calls. Pana KX-TD1232

I have a Panasonic KX-TD 1232 with an ext number 101 that when another internal station calls it, it will ring one time and then get a busy signal. also when ext 101 goes off hook and gets intercom dialtone it gives a stutter dialtone and then goes to regular dialtone. there is no voicemail and is a very basic system. any ideas?

Forgot to mention that i cancelled any DND/FRWD and follow me options.

If you get a broken tone then a straight tone that means that some feature is set on the phone. Try a station clear (790) ant try it again. Also try extension intercept
