static on "semi" analog lines (channel bank)

Location has muxed t1 with 1/2 data 1/2 voice.

They have a channel bank device that breaks out analog lines. 7 analog lines to be precises so not really half of the t1. The problem we have is that we get static on the phone lines.

IP office 406v2 with two atm4u cards in it. Swapped cards and IP office to verify that it was not the unit or cards. Static is not really bad, but noticable. Seems to be on all lines. Buttset on the 66 block has no static.

Any ideas on fixes for this.

disconnect the lines from the 66 block and see if there is static. if there is then it is the provider. Also make sure that every module is grounded. and on that note sometimes there maybe voltage coming over on the ground or "dirty" ac power that is causing the static. i had that one time and had to have an isolated ground installed.
 
The channel bank goes directly into the 66 block. Amphenol to 66 block.

I did dx the lines from the ip office and check them at the punchdown with no static. Distance from Channel Back to punchdown is about 1.5 feet. Distance from 66 punchdown block to ip office about 4 feet.

I'll check the ground and possibly just put in a whole new ground. The power is going through a brand new battery backup (ups). Its supposed to condition the power.
