Static on line periodically thats clears itself

I have a definity 3Gsi version 11.x. We continue to have periodic static on our lines and have been unable to resolve. The static appears on random ports on our digital cards and occurs on all 4 local T1 trunks as well as the 2 Long Distance T1 trunks. Its odd, cause if I keep the caller on the line long enough(ie: 20-30 seconds) the static clears itself. Has anyone see this, and if they have, how can it be corrected. We have gone to both the local and long distance carriers to trouble shoot the T1's. They both come back with the same answer, check your PBX. HELP!!!!
 
Did it start when u changed carriers?
If u do "status syn" is the syn set to the proper ds1 board?
If u do "list measurements ds1 log xxxx" does it have errors?
 
I've had this same problem in the past, more than once. One time it was 2 bad cards at the central office (this took at least a month of techs out and arguing between AVAYA and my local carrier), another my local carrier had reversed the wiring out in the field on 2 trunk members, something about tip rings on that one. Another time the local had to replace the smart jack...finally no noise! Knock on wood! I think my point is that it never has come from my PBX, always my local or the co and everytime they told me and argued with me that it was a pbx problem. I wished I had known about TEk-Tips back then and saved me alot of wasted time! Please see the following threads for more info.
