Static on a vmail channel

Are these staticy voicemails coming from outside or they have been left from someone inside the office?
If it's internally, use Bcm Monitor and you'll see all your voice mail ports. From there make simultaneous calls to VM and you should be able to find which are defectives,if it's the case i would try replacing both pec cards.
