Hi,

How does one lock everything down so the the user can only interact with the forms of the system and have no other access to tool bars including the bare minimum.

This is so that the system is tight disabling the user from doing anything outside of what should be accessible for the enduser.
 
Ok, others may have other ideas but first, last and always!!

Back up your db for development purposes! Make several copies!

Then goto Tools->Startup

From "Display Form/Page" select the form you want the user to see first (usually a switchboard or custom menu page, unless your app only has one form)

Uncheck everything except "Display Status Bar"

Click on "Advanced" and uncheck "Use Access Special Keys"

Now when the app is started up the users will only have access to the forms that you've made available to them thru your switchboard/menu form.

To make modifications to your db, you'll have to use one of your backup copies. If the program is not split into a frontend/backend, after making modifications you'll have to Import your tables from the locked version.
