Startup message?

I have a Windows 2003 server running as an AD controller, and a bunch of XP workstations.

I need to have a "splash screen" come up when someone logs on, saying "Confidential system bla bla bla click OK"

I'm sure this is a stupid setting in gpedit but I can't find it. Any help? Thanks in advance!
