Bit vague there fella .... not really sure what you mean by "the application Server" ?
Weblogic is a J2EE server - part of which is an EJB container. So if you mean "Can you start Weblogic's EJB container without firing up Weblogic, then I seriously doubt it.
Maybe you're wanting WebLogic to run 'leaner'. I'm sure it can be configured to switch-off any J2EE services which are not needed. (But if you're running EJBs then the EJB Container within the server is obviously a must).
