Starting Services using GP.

In Group Policy I have selected that the Terminal Services service be set to (Startup Mode: Automatic)

One the server before reboot the service is set to disabled.

After a number of reboots the service is still set to disabled, I ran RSOP and it startes the service is set to(Startup Mode: Automatic)

Any ideas ?

Is it by default that a disabled service cannot be changed to Automatic using Group Policy ?
