Starting RPC Server

Is the RPC server dependant on any other service. When I try to start it from command line I get error message "1058 it can't be started because it is disabled or has no enabled devices". When I look at the services it is set to Automatic, but not started.

I need to start this service to resolve a few PC issues I'm having. Any input on this would be great.
