Starting over! reformat?

I want to start over. I want to uninstall the OS and all the files and programs that i had on my computer. Is this called reformating the C: drive? If i do this, what do i need to install Win98 on my computer instead of Win95 like i had. I understand that DOS doesnt support CD-Roms so does that mean i cant just stick in the win98 CD?

PS- im not doing this jsut to upgrade to Win98. Its just that my computer is messed up and i think i want to start over.

Step by step instructions would be nice ^_^
