starting IIS problem 1

How do I start the IIS service in win 2003? I tried to do it in the service and it is running but when I tried to put a htm under the c:\inet\ and type
. It gives "service unavailable". Can anyone please help? Thanks.
 
Do you have a root directory defined in your IIS properties???

It should be located in the Home Directory tab under properties under your website in IIS.
