startFromScratch does not seem to work in Ribbon

I've created a ribbon that sets startFromScratch to true. And all works fine. That is, the Home tab, Create tab, External Data tab, and Database Tools tab are hidden. And only the info I specified in my ribbon are shown.

However, when I created a Backstage ribbon that sets the tabs (listed above) to visible, the other ribbons I've created now show the standard tabs (listed above) in addition to my info.

What am I missing?
