Any way to make the attendant (0 prompt) ring on all sets in the office instead of just one extension?

Have you Tried to set up Answer DNs on the other set for the reception DN

Or if you have hunt groups available, set up a hunt group with all your phones in it. Then change the attendant DN to be that of the hunt group. I havn't tried this myself and don't know if the attendant settings will accept a hunt group DN.
