Start Stats process on its own

Hi I have notes on an AIX box , we have shutdown the notes server and restarted several times, but stil cant get stats to load

Router active
Update active
Stats inoperative
AMgr active
Adminp active
Sched active
CalConn active
Event active
HTTP active
Collect active
Cldbdir active
Clrepl active
tmmscan active
repscan active
Any ideas how one can start an individual process on its own
