Start Menu is disabled. win2k server how do i enable it

Start menu in win2k server is disabled.
i am not able to move thru the menus. inface when i click on the startmenu nothing happens.
i need to restart the system to get start menu. Again after a day or two i am facing the same problem

Pls help
