Start Database to do Offline Backups

We have had problems in the past where I run a script to run Offline backups. I first stop all applications and then run a terminate connections before I start the backup. The problem is, that some applications restart before the backup starts and then it fails with a "database in use error".

Since the database must be started in order to run the backup, is there anyway of starting the database so no users/applications can run but the backup will?

My DBA suggests that your users should always log on to the database via an alias. When you wish the database to be private, simple drop the alias.
