start button and desktop icons won't work

I have a compaq deskpro with windows ME. My problem is that the start button and the desktop icons won't do anything when I click them. The hour glass just locks. It does not have internet on it because I think maybe a virus got to it. When I click the internet explorer I always receive the message: Explorer has caused an error in KERNELL32.DLL Explorer will now close......... anyway I had that problem a long time before this problem. I got some updates and burn to cd to update, but since the icons don't work I put the computer in safemode and it works fine I just can't access the cd-dvd rom drive to update the computer. The start button won't even work when I use the keyboard. Please help

If you can use safe mode, restore to an earlier date--sometime before the problem happened.

I would save all data stored and reformat... install windows xp if your computer can handle it. Windows Me was plagued with problems.
