Start a Cognos Report on Command Line without entering user/password

I've read a previous post about this but either i'm doing something wrong or I'm using a different version. I'm using version 7.3

Is their another way to pass user/password without using access manager. I don't get a users folder when I click on LAE or Directory Server. I'm very new to Impromptu so forgive me if I'm overlooking something obvious.
