Starplus system - Outside Line cannot be accessed by all stations

I have a Starplus system in which the last person that programed it only allowed access to call out on one line by one station. What category would this fall under in programming. I have already allowed both incoming and outgoing calls to that line. It has to have somehting to do with the station rather than the line. Any ideas would be greatly appreciated!
