What needs to be done to be able to view Caller ID, when calls come in?

1. Have CLID on the phone lines
2. Have a CLID card in the sts

Should work out of the box if you have clid coming in from telco.

the phone has to ring as well if the phone does not ring the the button needs to be pressed to see it

On the STS Caller Id is there. You need cid on your lines from the dial tone vendor. If all of that is in place you need to program the phones for cid. There are a few buttons you need to program on the extensions to use the caller id. It is all in the manual.
