Starplus STS Caller-Id "OUT OF AREA"

We have the Starplus STS system. Recently added Caller ID. Incoming calls give the message "OUT OF AREA". Occasionally, if I dial from our Lines 1-4 to the office it will show the number so I know it is working. I also know that the phones I have called from do not have caller-id blocked on them. I have programmed the Caller ID button and have Flash 56 set at ICLID-YES, NAME-NO (have tried YES), BAUD 4800, PORT-1. We also have SMDR with a printer set up at the KSU. It is using Port-1 and BAUD of 4800. I also tried Port-2 BAUD 2400
 
The message is probably coming from the CO, not your phone system. It is another term for unavailable.
 
the call is coming from a T1 service which does not have a physical number.......
