I am trying to make a seal-something that is commonly used on certificates-round with jagged edges(ie. a star with close radius' with 40 points or so). But I want it to be an oval. When I stretch the shape into an oval it makes the edges unproportionate. How can i do this so they are all proportionate?

...draw your oval first using the ellipse tool...
...choose effect (or filter) > distort and transform > zig zag...
...adjust settings to suit...
...adjust the miter limit to a higher value in the stroke palette if required and also the adjust the stroke weight as required...
