star talk not answering personal greeting

I have a nortel meridian system with star talk. The auto attendant portion of star talk is working fine. My problem is when an extension is dialed from an outside line, the extension rings 4 times as programmed. The personal greeting should then pick up the call to give the caller the option of leaving a message. Instead of the personal greeting picking up the call, the caller hears "exiting the system" and then is disconnected. Oddly, if you dial an extension internally and the call is not answered, the personal greeting works fine. Also if an outside caller dials * during the initial auto attendant greeting and then an extension, the personal greeting works fine. Any ideas?
