I'm building a site that will have a web-based "back-office", I suppose a content management system. I want to build the whole thing to comply to strict XHTML. Whats the best WYSIWYG HTML editor (free) to use, so the user can update their pages?

Yep i'll second Foamcows thoughts on TinyMCE, It is a great little WYSIWYG editor, I've used it a couple times in the past.

There are also a couple of Flash based one's i've seen which tie in with ColdFusion flash forms if you're developing in CF.
