standard windows 7 user cannot open remote oracle database

users can open the remote oracle database when using Windows XP - but user when upgraded to Windows 7 cannot

returns - run time error 440
unable to make connection ORA - 12560 - TNS protocol adapter error

however as a domain administrator using the same PC - I can open the remote oracle database

looks like the Oracle client install was not done correctly and only admin has access to all required files.

I suspect its permissions to the oracle folder
