Standard phones won't ring on incoming calls

Customer has Partner II system and purchased a Polycom conference phone, but it won't ring on calls coming in from the outside. System phone will ring fine when plugged in to the same extension. He tried another standard telephone and it behaved the same way. However, when the standard phone is connected directly to the CO line it rings. The bottom line is that a standard (analog) phone will not ring on calls from the out side through the system, but will on intercom calls. And a system phone works fine. I thought maybe the ring generator was burned out. But wouldn't that prevent internal calls from ringing as well? A twist to this scenario is that this is at a power generating station, so the incoming POTS lines come in through a Positron unit. Could the combination of the Positron and the Partner system be causing the problem?
 
All the 206E cards are R4.1. Any other suggestions? Thank you.
 
Plug it directly into the port at the phone system.
 
Did I read correctly that the single line phone WILL ring on Intercom, but not on an Outside incoming line?

Check ring programming for the extension, including Line Access Restriction.
 
OK, so I read through it again, and a system phone rings on an outside call directed to the extension, just the single line phone will not. Try a port on a different 206 module, you're right, the ring generator might be bad. The multiline phone doesn't rely on ring voltage to generate its ring signal, that comes over on the data stream.
