Standard number of record lines.

I have a report which I have formatted to look very slick when I have 12 to 15 records displayed. Of course this slick report falls into the gutter if only half a dozen records or less are returned.

Is there a way to force a line of '*' to bring the report to disply a total of say 15 lines. I think I can force a page break at whichever record I need to stop at - but I'm stumped on printing 'blank' lines ??
