Stand by server colapses after reboot

CCMS rel.6 / SU5, all last patches installed.

We have an primary (Active) and secondary (Stand by) CCM server. Currently we have no replication server connected to the network, so we use DB Restore utility to keep DB updated.
Stand by Server is in good condition, not conncted to the network ( has the same IP address and Computer Name like Active Server) and for switch over we have just remove ELAN, CLAN, and Mmail cables. Then we can start up Stanby Server … everything works fine until we do not reboot it. Restart causes Server colaps – most of services are not started.

Any tips what could be wrong ?

I am sorry for delay..
It was reboot with network cables.
Problem has been caused by software for company centralized backup named VERITAS! As soon as we connected server on the network then NT staff installed remotely this strange software on our Symposium Server.
After VERITAS software uninstalling, we can reboot server averytime without any issues.
