stalled in Packaging Wizard

Hi. Trying to create a runtime in Access 2003. I start the Packaging Wizard, and when I get to the choice of language, choose English. It tells me I have to choose the place where a full version of Access is installed to cache the files. I do, but it never lets me select the folder. It is looking for files named Accessrt.msi and some others, which are nowhere on my system. I've installed the complete Access 2003 Professional version and the Access 2003 Developer Extensions from the Visual Studio Tools. What else do I need to do?
