Stage 2 Recycle Not Working 1

We have an installation of Sharepoint 3 that seems to work fine, except deleted items do not appear in the Site Collection recycle bin. Users can see their deleted items in their own recycle bins and delete them from their own recycle bins, but an administrator does not see them in the Site Collection recycle bin at any time. The recycle bin settings are at the defaults. What could cause this? Thanks. -G.

If you view the recycle bin as a Site Collection Admin., do you see a link almost at the top of the page that says Site Collection Recycle Bin.?

If so, click it.

Then on the left, you will see two links for End user Recycle Bin items and Deleted from end user Recycle Bin.

Anything in those items?

Right, that is the problem -- nothing in the site collection recycle bin under "End user Recycle Bin items" and nothing under "Deleted from end user Recycle Bin". Have checked settings and they are at defaults. Thanks. -G.
