I am having problems issuing certificates in GW 6.0. When attempting to issue a certifcate, I receive the following message: "The
Organization Certificate Authority could not be located or did not respond".
Any help would be greatly appreciated.

Can you test to ensure SSL is working in the first place? What is the NOS your running on? Try going to Remote Manager on port 8009 and see what happens. Check your CA and ensure your CA is running correctly, use PKIDIAG to check your certificates.
