Because CM does not use the Secure Sockets Layer, users on the network can use the back arrow on their browser after their machine has been used for CM administration, and have full administrator rights.
I am not too familiar with IIS (yes, I'm waiting for Cisco to port CM to Unix/Apache/MySQL :), but I would like to implement SSL, as well as a lower-level password that only allows access to Device-->Phones for instance.
 
I don't know how SSL will work with CM administrator, but I'm going to give a try in the next couple of weeks.

As for multi-level administration, Cisco has released an add-on for version CM 3.2. I installed it last week and it looks like it has a lot of granularity to it. I think this will serve your need for having different permission levels within CM administration.

FYI I installed a SSL certificate last week and so far have had no problems.
