I have resently installed a ssl cert on our exchange 2003 weboutlook page, when I go the server it self I see the lock in the corner of the page that shows it, but if I go to the internet off site I dont see that. Did I miss something?

The dumb question... are you using "https" in the url. In IIS, there is an option "Require secure channel(SSL)". If this option is unchecked the client can use "http" and/or "https" in the url. If you want to force clients to use SSL then you would have to enable the option.
