SSIS Package will not Run in SSMS

I have a sql2008 SSIS package that updates an Access table. When i run the package manualy it will update the table, but when i run the package though SSMS and the SQL agent job it says the file is either locked or does not exist. I have saved the ssis package in the database with no luck. I have used the proxy account with no luck. The account running the package is a domai admin. Any ideas would be great.

Does the account have access to the network share that the Access file is on? Are you giving it a local path, or a network path?

Are you running the SQL Server under a domain account, or a local account, or system?

It is a unc path, and the account is a domain account that is running sql server. I have looked at every knowledge base and tried everything. I know it is a rights issue but none of the solutions have worked. The funny thing is that it worked before, but i had to rebuild my server and now it does not work anymore. Windows 2003 Sp2

And you've verified that the account that the SQL Server service is running under has access full control of the network share, and the Access database.
