SSIS Execute Permissons

I seem to have a permissions issue I believe but I can't figure out what it is. There is no excryption on this, so when I change the config I have to put all the passwords in again. When running under SQL Agent Service account runs fine, but when I run from a proxy account that what appears to have the same permissions I get the following error.
