ssis 2012 with sql server 2008 database for ssis console

I'm not sure I understand you....are you trying to use 2012 SSIS console to create/modify/run 2008 SSIS packages? If so, that will work; partially. Since the package is 2008, you won't be able to use 2012 specific features since they don't exist in the 2008 SSIS package.
