SSI on w2k

Hello,
I'm having trouble getting SSI work properly on w2k when trying to include any cgi.

I can run the cgi scripts fine if I point my browser directly to them, and ssi can bring up anything else I tell it to. But whenever I tried using <--#exec cgi, or <--#include virtual on any .cgi or .pl I receive the following error:
unable to include &quot;/cgi-bin/simplex/datacgi/database.pl&quot; in parsed file c:/
File permissions are wide open and I'm running Apache 1.3.23 (binary install).

Any help would be much appreciated. Thanks!
