Question:

Can tcp wrappers (/etc/hosts.allow /etc/hosts.deny)
be configured / setup to allow or deny SSH client connection ?

Just wondering ?

I think the answer is no (SSH is not started by inetd)

Further input is needed

I don't think TCP Wrappers can be setup this way. You could switch over to X-Inet. This provides the same services that TCP Wrappers and Inetd does.
