SRG50 - Configure 911 and WAN Down Call Routing

I have an SRG50 located in Texas that is connected via WAN to a CS1000 in Nevada. I need to have 911 and local calls programmed to the local CO lines on the srg50, but I need all the long distance routed through the cs1000 in nevada. Any suggestions?
Also, how do you configure the call routing if the WAN goes down?
Any help would be greatly appreciated!
