SRG Routing Question with local trunks

SRG has 4 local trunks that redirect to the CSK 1000 ( via SIP )to ring the IP sets at the SRG location.
If the network connection drops SRG goes into local mode.

1.Do the trunks still try to redirect?

2.Is there a way to put in alternate routing to another site during local mode if SIP trunks are down?

Why not assign the local trunks to the SRG sets and under MO settings under SRG resources enter the destination code for your IP trunks under voIP access code. This digit will automatically be entered in front of all SRG redirected sets. For example: with a voIP access code of 8 SRG set 2221 will show all calls fwd to 82221 when set is in normal mode. When the sets are in local mode the system will drop the voip access code digit.

 
What I'm looking for is when the SRG goes into Local mode I want to redirect the copper call back out to an offsite location.

Sometimes the SRG location is not staffed so the call just dies at the SRG in local mode.

I didn't know if I could maybe do a routing service to override the redirect. or something else.

Main location is staffed 24 X 7 but not the SRG side.
