squirrelmail and attached files

Hi,

I'm Using FC 6 and squirrelmail as webmail.

I want to increase the size of the attached files to > 2M.

I changed the php.ini with this values:
post_max_size = 80M
memory_limit = 100M
upload_max_filesize = 20M

I restart the httpd service, and no effect.

Is this a problem due to apache or another service ?
When I tried to send messages with attached files using outlook, the same think, I can't send files > 2M.

Is it a problem of sendmail or PHP or APACHE?

HELP.

upload_max_filesize is the correct setting for squirrelmail. restarting httpd is vital. shouldn't be any more difficult than that.
