SQLState=IM004 error when testing connection

I'm using a laptop with 2 Oracle ODBC drivers (7 and 9.2). I have just added 9.2 and when I attempt to create a connection and test it I get
Unable to connect
SQLState=IM004
[Microsoft][ODBC Driver Manager] Driver's SQLAllocHandle on SQL_HANDLE_ENV failed

On other laptops and PCs it's fine. Any ideas?
