SQLBase 9 CPU usage sits at 100%

We have just mergered two document management systems based on SQLBase 9 into one database, the database is now 800Mb and we have 1GB memory installed running on a P4 2Ghz processor. We are having very long periods of time where CPU usage sticks at 100%, apart from inadequate hardware what else could be causing this??
