SQL2005 User Needs Access to Maintenance Plans

We'd like to have one of our Accountants trigger a monthly backup maintenance plan after they balance the books. The User has the Mgmt. Studio installed on the PC, but does not see the Management folder, and therefore has no access to the Plans.

This is probably a simple permissions issue, but I don't see it. We prefer that the User does not have full administrative permissions.
