SQL Tuning is the process by which we can modify the characteristics of the Oracle instance, the database, individual tables (and/or indexes), or code (SQL and/or PL/SQL) to improve the performance of an application.
There is a growing cadre of automated tools that can assist, but still the best method to improve tuning is your knowledge. A great tuning book that I highly recommend is "SQL Tuning" by Dan Tow, published by O'Reilly. The book covers Oracle, DB2, and SQL Server. It is available via Amazon.com.
