Sql studio tools for rdp-like qualities

I don't know if this is possible but I will ask.

Would like to allow certain users to access the sQL services/apps on a server but not thru standard RDP session. Where in the SQL studio or client pack available to do this? if at all possible?

Just stick the SQL DVD in the users machine and install the client tools on their workstation. Then they can connect to the database engine and run queries against it.
