SQL Service Stopping with SQL Agent

Is it possible to have the SQL Agent stop the MSSQLSERVER Service and another service at a specified time, then restart it at a later time?

Trying to backup a complete folder to Evault, that has the mdb and ldb in it. Their SQL Plugin only backs up the database, not any other files.

Ive been making a bak of the dbs, is that good enough to restore with to recreate the mdb and ldbs?

database.mdb
database_logs.ldb
(they are in use by another process)

If anyone is familiar, this is with the LaserFiche Product.
