Sql Server wizard installer problem

I am Owner of Accounting Program. I Used Visual FoxPro Ver. 8 and used SQL Server 2005. My Wizard Installer works fine only with Professional versions of XP, Vista and Windows 7 but not with lower versions of these operating systems. Is it possible to create Wizard installer that can be used by customer without help from producer? Would it cost to program this Wizard? Who could do it?
