Is there a way to upgrade an existing SQL 2000 licence to a SQL 2005 licence?

It looks to me as if SQL 2000 licences cannot be upgraded and you must instead buy new licences for 2005.

That is correct. Microsoft does not offer an upgrade license for 2005. If had offered it for 7 to 2000. but you need to purchase a new license for 2005.
