My Sql server 2000 database goes down very frequently, when goes down I have to restart the entire server. I tried to stop and restart service, but never stops.

You need to provide us with a lot more information that what you have.
What do you mean "Goes Down"

Can you still ping the server?
Does it accept new connections?
Can you remote to the server?

What is in the error logs?

You need to check the SQL Log and the Server logs.

- If at first you don't succeed, find out if the loser gets anything.

Also check the Windows Event Viewer Logs for any related error messages.
